Final Presentation of the Mineral Resources Management Project Outputs

On Tuesday, February 4, 2025, the working team assigned to the Mineral Resources Management Project presented the final project outputs to the Director General at the Council’s headquarters. The key outcome of the project is the development of a National Strategy for Mineral Resources in Libya. The presentation was attended by all team members.

Dr. Mahmoud Al-Fitisi, Director General of the Council, commended the efforts of the team members and their commitment to completing the assigned work within the specified timeframe and with high quality.

This initiative is part of the Council’s strategic plan to develop promising sectors that contribute to national economic growth, ensuring that the mineral resources sector becomes one of the country’s revenue sources.

“The outcomes of the Libyan delegation’s visit to the People’s Republic of China are Reap the benefits today with an exchange of visits. Today, Sunday, 08/25/2024, the Council hosted a delegation at its headquarters The People’s Republic of China, formed by the China National Association of Consulting Engineers (CNAES), came into implementation of the outcomes of the visit of the Prime Minister and his accompanying delegation last May. This meeting was attended on the Libyan side by (Chairman of the Board of Directors of the Railway Projects Implementation Authority and his accompanying team – Director General of the Libyan Center for Solar Energy Research and Studies – Chairman of the Board of Directors of the Renewable Energy Authority)The Council’s management closely followed up on the recommendations of the previous visit, and as a result, coordination was made with the relevant authorities to hold successive meetings, each in its own area, with the aim of strengthening cooperation ties between the two countries and discussing a number of important files within the interests of government institutions, through the Association’s desire to provide the necessary technical support in the field of development, especially [strategic planning – engineering consulting – organization and management – oil and gas – railways – renewable energies and other related topics]. The Council’s team presented an introductory video about the Council, its tasks, competencies and the work mechanism followed in it, and in succession, the Association’s team reviewed the tasks and competencies assigned to them, and the details of the presentation included a request for information on the possibility of implementing some projects in Libya through Chinese companies.

A scientific meeting was held between the Libyan Association for Quality and Excellence, the Libyan Authority for Scientific Research, and the National Economic and Social Development Board.

On Monday, an extensive meeting was held to prepare the National Framework for Scientific Qualifications for Libyan universities in the fourth generation of universities. The meeting was attended by Dr. Abdulsalam Al-Aoud, the acting General-Director of the Board, and Dr. Hussein Marjeen, the President of the Association.
Dr. Abdulsalam Al-Aoud opened the meeting by welcoming the attendees present in person and those attending via Zoom. In his speech, he emphasized the importance of this meeting as part of the current global shift in teaching and learning methods, educational outcomes, and graduate attributes.
Dr. Hussein Marjeen, the President of the Association, presented a presentation on the National Framework for Scientific Qualifications for Libyan universities. He emphasized that preparing the national framework is vital towards improving the quality of higher education, enhancing skills and competencies, identifying graduate attributes, and that the matter requires reviewing and updating legislation, laws, and regulations to ensure compliance with the legal framework of national qualifications.
Several regional experts participated in this meeting, including Dr. Sultan Abu Al-Arabi, Dr. Tarek Al-Sindi, Dr. Nasser Sarhan, Dr. Ahmed Al-Jamal, Dr. Ali Arjash, and Dr. Ashraf Al-Muzayni.
“Finally, the attendees agreed on the necessity of issuing a decision from the Council of Ministers regarding the formation of a national committee to prepare the National Framework for Scientific Qualifications for Libyan universities based on regional experiences. The framework should be comprehensive for all stages of education and take into account the requirements of the labor market and the development needs in Libya.

Expanding international cooperation opportunities in the field of training for Libyan colleges and technical institutes

A meeting was held at the Board headquarters, during which the foreign trade statistics of Malaysia were presented, including its economic development and patterns. The Malaysian delegation, representatives from the Ministry of Economy and Trade, the Export Development Center, and businessmen were in attendance.

The Board’s specialized team provided an overview of Libya’s foreign trade indicators in recent years, including volume, trends, trade types, and revenues.

Opening up prospects for international cooperation in the field of trade between Libya and Malaysia, and leveraging the Malaysian experience to develop Libyan exports.

The parties agreed to transfer and exchange knowledge and experiences, and provide suggestions and guidance to enhance Libya’s export capabilities and develop the export sector.

The Libyan-Malaysian working meetings resulted in the signing of a memorandum of understanding between the University of Tripoli and the University of Putra in Malaysia

A memorandum of understanding was signed this Thursday morning between the University of Tripoli and the University of Putra in Malaysia (UPM), in the presence of the General Director of the National Economic and Social Development Board, Dr. Mahmoud El Fetisi, along with his assistants, the directors of departments and offices, and the Director of the International Cooperation Office at the University of Tripoli.

The memorandum’s provisions focused on higher education, scientific research, knowledge transfer, and dissemination among peoples. It aimed to bridge scientific and cultural cooperation between educational institutions and contribute to raising awareness among peoples, driving them towards development and progress to enhance the educational process.

Strengthening cooperation in several areas, the most important of which are:

• Academic issues, research, innovation, and industrial networks, particularly in the field of agriculture.

• Exchange of employees and students for knowledge and cultural activities.

Libyan-Malaysian meetings series continues towards achieving a comprehensive national vision

The Board organized an extensive meeting on Tuesday, December 5, 2023, which brought together the team formed by the decision of the Minister of Planning No. (176) for the year 2023, members of the Malaysian delegation, and a group of experts and specialists.
The meeting was chaired by Dr. Mahmoud El Fetisi, General Director of the Board, in the presence of the Deputy Minister of Higher Education and Scientific Research, and Dr. Hassan Mad, CEO of the Advisory Council, who represented the Malaysian side.
The meeting featured a presentation by Dr. Issa Al-Tuwaijri, who praised the most important challenges facing the implementation of the vision in Libya, including demographic challenges, unemployment, oil, globalization, and knowledge economy. The delegation members then reviewed a visual presentation via Zoom, in which they discussed Malaysia’s most important achievements under the wise leadership of Mr. Mahathir Mohamad. The 2020 vision focused on resources, especially investing in and developing human resources, and this vision, followed by major development plans, led to a qualitative leap for Malaysia.

Local Efforts Unite to Benefit from Malaysian Experience in Development and Growth

Yesterday, a comprehensive meeting was held at the Ministry of Social Affairs to discuss possible international cooperation to develop the social aspect. The meeting was chaired by Ms. Wafaa El-Kilani, Minister of Social Affairs, and was attended by Dr. Mahmoud Al-Fatissi, General Director of the Board. On the Malaysian side, Dr. Hassan Mad, Executive President of the Advisory Council, and his accompanying delegation were present. Experts from the Ministry of Social Affairs, the Board, and a representative from the International Cooperation Administration of the Ministry of Foreign Affairs and International Cooperation also attended the meeting.
The Malaysian delegation presented a visual presentation on the Malaysian experience and how to benefit from it in many sectors, including, but not limited to, social affairs and the possibility of supporting the ministry through academic curricula concerned with human development, women’s empowerment, and support for productive families. At the end of the meeting, the attendees agreed to strengthen the bonds of cooperation between the two countries and open up prospects for joint work in the social fields.

Today, a delegation of Malaysian consultants specializing in academic, research, economic, and social fields is meeting with a select group of academics from Libyan universities at the board’s headquarters in Tripoli, Libya. The meeting is being held via Zoom.
The meeting was chaired by Dr. Mahmoud El Fetisi, General-Director of the Board, and was attended by Dr. Khaled Aoun, President of the University of Tripoli, directors of departments affiliated with the Asmariya University, and the Director of the International Cooperation Department at the Ministry of Foreign Affairs and International Cooperation.
A select group of academics from Libyan universities were presented with a historical overview of Asmariya University since its inception, followed by a review of the most important local and international agreements. The presentation concluded with a tribute to the university’s hosting of numerous foreign students.
At the conclusion of the meeting, all parties agreed to sign a cooperation agreement between the University of Tripoli and Universiti Putra Malaysia (UPM) to leverage Malaysia’s experience in investing in human capital and developing educational institutions that align with and keep pace with the times.

Institutional development and capacity building for public sector institutions in the country

Yesterday, the Director of Institutional Development and Capacity Building received the heads of departments affiliated with the administration, the directors of the Quality and Planning Department at the Radiation Measurements and Training Center. This was in response to the center’s desire to benefit from the board’s expertise in providing assistance and support in the field of administrative development and human capacity building.
At the conclusion of the preparatory meeting, both parties agreed to form a team of experts in institutional development and capacity building to activate the team immediately upon the decision’s issuance.
